From 2025, a series of significant legal amendments will come into effect to meet practical demands and enhance management efficiency. Notably, the new regulations will focus on e-commerce, personal data protection, and administrative reforms aimed at simplifying business procedures.
1. Recognition of Vietnam Archives Day and the Legal Value of Digital Archival Documents
The National Assembly passed the Archives Law 2024 on June 21, 2024. Article 6 of this Law designates January 3 each year as Vietnam Archives Day.
- It serves as evidence of the activities of the Party, the State, society, as well as agencies, organizations, individuals, families, and lineages throughout Vietnam’s historical periods.
- It holds historical, legal, and practical value across various aspects of social life.
2. E-commerce Platforms Required to Pay Taxes on Behalf of Sellers
According to the amended Law on Tax Administration, this regulation is expected to take effect on January 1, 2025.
E-commerce platforms and digital platforms must declare and pay taxes on behalf of the sellers operating on their platforms.
Additionally, providers engaged in e-commerce and digital platform businesses (such as Facebook, Apple, TikTok, Google, etc.) must either directly register, declare, and pay taxes in Vietnam or authorize a representative to do so.
3. Expired Identity Cards Must Be Replaced with Citizen Identification Cards (CCCD)
From January 1, 2025, pursuant to Clauses 2 and 3, Article 46 of the Identity Law 2023, expired Identity Cards (CMND) or those still valid beyond December 31, 2024, will only be usable until that date.
This means that starting in 2025, Identity Cards will no longer be valid. Holders of these cards must complete procedures to switch to Citizen Identification Cards (CCCD) as mandated by the latest Identity Law.
Article 46 of the Identity Law 2023 stipulates that authorities will officially discontinue CMND from January 1, 2025. From that date, citizens must replace their expired CMND and CCCD with updated identification documents, including barcode CCCD, chip-based CCCD, and identity cards.

4. Regulations on Prohibited Acts under the 2024 Law on National Defense, Security, and Industrial Mobilization
On June 27, 2024, the National Assembly passed the 2024 Law on National Defense Industry, Security, and Industrial Mobilization.
- Disclosing state secrets related to the construction, development of national defense and security industries, and industrial mobilization.
- Intentionally damaging, destroying, selling, gifting, leasing, pledging, mortgaging, exploiting, or unlawfully using equipment and other assets entrusted by the State.
- Illegally buying, selling, storing, or using weapons, technical equipment, technical materials, professional technical means, and industrial mobilization products.
5. Waste sorting at source will become a mandatory requirement in all localities across the country.
Starting January 1, 2025, individuals and households must sort solid household waste into three categories—recyclable waste, food waste, and other waste—and transfer it to collection and transportation units, as required by the Environmental Protection Law 2020.
