In the context of an increasing focus on teaching quality and reducing academic pressure on students, the Ministry of Education and Training has issued Circular 29/2024/TT-BGDĐT with new regulations on extra teaching and tutoring. These changes aim to ensure that teaching and learning activities are conducted reasonably and transparently while enhancing educational effectiveness both inside and outside schools.

1. New Regulations on Extra Teaching and Tutoring

Circular 29/2024/TT-BGDĐT introduces new regulations on extra teaching and tutoring to ensure educational quality and reduce pressure on students.


2. Cases Where Extra Teaching and Tutoring Are Not Allowed

Legal Basis: Article 4 of Circular 29/2024/TT-BGDĐT

  1. Teachers are not allowed to provide extra teaching for primary students (both online and offline). They may only teach subjects related to arts, physical education, and life skills training. The regulations do not specifically prohibit pre-primary tutoring.
  2. Secondary school teachers and above who are currently teaching at a school must not tutor their own students for a fee outside of the school’s official curriculum.
  3. Public school teachers must not manage or operate extra tutoring activities outside of school but are still allowed to participate as tutors.

3. Conditions for Organizing Extra Tutoring Outside of School

Legal Basis: Clause 1, Article 6 of Circular 29/2024/TT-BGDĐT

3.1. For organizations and individuals providing extra tutoring:

  • Must register a business license (e.g., household businesses, English centers, etc.) in compliance with legal regulations.
  • Must publicly disclose information regarding subjects, duration, location, format, schedule, list of tutors, and tuition fees before enrollment.

3.2. For the teaching staff:

  • Tutors must have good moral character and appropriate professional qualifications.
  • School teachers participating in extra tutoring outside of school must report to the principal.

4. Extra Teaching and Tutoring Within Schools

Legal Basis: Article 5 of Circular 29/2024/TT-BGDĐT

From February 14, 2025, students may register for in-school extra tutoring only in the following cases:

Final-year students voluntarily registering for entrance exam preparation or graduation exam review according to the school’s plan.

Students whose academic performance in a subject was below the required level in the previous semester.

Students selected by the school for advanced training for gifted programs.
