Starting in 2025, in addition to administrative penalties, a point-deduction system for driving licenses will be implemented to enhance traffic law compliance and reduce accidents. Each violation will result in the deduction of a corresponding number of points, ranging from common offenses such as driving against traffic flow or carrying more passengers than allowed, to dangerous behaviors like driving under the influence of alcohol above the legal limit or causing accidents.

1. Deduction of 2 Points
- Carrying 3 or more passengers on the motorcycle (Point b, Clause 3, Article 7).
- Operating a motorcycle directly involved in a traffic accident without stopping, preserving the scene, or assisting the victim, except for violations specified in Point c, Clause 9 of this Article (Clause 5).
- Driving against the flow on a one-way road or on roads with “No Entry” signs (except in special cases) (Point a, Clause 7, Article 7).
- Operating a motorcycle without a valid or up-to-date registration certificate (Point a, Clause 2, Article 14).
2. Deduction of 4 Points
- Using umbrellas, audio devices (except hearing aids), handheld phones, or other electronic devices while driving (Point đ, Clause 4, Article 7).
- Operating a motorcycle with alcohol levels in the blood or breath not exceeding 50 mg/100 ml of blood or 0.25 mg/1 liter of breath (Point a, Clause 6, Article 7).
- Failing to comply with traffic signal lights (Point c, Clause 7, Article 7).
- Disobeying traffic officers’ commands or guidance (Point d, Clause 7, Article 7).
- Failing to yield or obstructing priority vehicles on duty with priority signals (Point đ, Clause 7, Article 7).
- Exceeding the speed limit by more than 20 km/h (Point a, Clause 8, Article 7).

3. Deduction of 6 Points
- Driving on expressways, except for vehicles used for expressway management and maintenance (Point c, Clause 13, Article 7).
- Driving in groups of two or more motorcycles exceeding the speed limit (Point b, Clause 8, Article 14).
- Operating a motorcycle without a license plate (for vehicles requiring one), with an incorrect license plate, or with plates not issued by the competent authority (Point b, Clause 8, Article 14).
- Using improperly mounted license plates, plates with illegible characters or numbers, altered materials, or modified shapes, sizes, colors, or contents (Point b, Clause 8, Article 14).
4. Deduction of 10 Points
- Driving with blood alcohol levels exceeding 50 mg to 80 mg/100 ml or breath alcohol levels exceeding 0.25 mg to 0.4 mg/liter (Point b, Clause 8, Article 7).
- Failing to observe, reduce speed, or maintain safe distance; violating lane or direction rules; or entering prohibited roads, causing a traffic accident (Point a, Clause 10, Article 7).
- Operating a vehicle with a license plate inconsistent with the registration certificate or not issued by the competent authority, including trailers or semi-trailers (Point a, Clause 8, Article 13).
- Other violations resulting in traffic accidents (Point b, Clause 10, Article 7).
