II. Differences between a Temporary Residence Card and a Permanent Residence Card
1. Eligible Recipients
Temporary Residence Card: Issued to foreigners holding visas with the symbols NN1, NN2, LV1, ĐT, LĐ… and foreigners in diplomatic categories such as NG3.
Permanent Residence Card: Issued to foreigners who have made contributions to Vietnam, scientists, experts, or those sponsored by relatives who are Vietnamese citizens.
2. Conditions for Issuance
Temporary Residence Card: A passport with at least 13 months of validity remaining, and registration of temporary residence with the police.
Permanent Residence Card: A legal place of residence, stable income, and sponsorship by a Vietnamese citizen relative.
3. Validity Period
Temporary Residence Card: Maximum of 2 years, but must be at least 30 days shorter than the validity of the passport.
Permanent Residence Card: No limitation, only requiring renewal every 10 years.
4. Application Procedures
Temporary Residence Card: Requires submission of passport, visa, 3×4 photo, application form, and sponsorship documents.
Permanent Residence Card: Requires an application form, judicial record, passport, sponsorship documents, and proof of eligibility for permanent residence.
III. Conditions for Issuance of VISA TRC
Foreigners must have a passport with at least 13 months of validity, register for temporary residence, and meet the specific conditions for each type of card, such as labor, investment, or family visit.
