Cases of Penalty Points Deduction for Car Driving Licenses

According to Decree No. 168/2024/ND-CP, effective from January 1, 2025, specific traffic violations will result in a deduction of driving license (GPLX) points, ranging from 2 to a maximum of 10 points.

I. Deduction of 2 Points from Driving License for the Following Violations:

1. Towing or pushing vehicles/objects improperly.
2. Carrying passengers in a towed vehicle, except the driver.
3. Entering an automated toll lane without meeting the required conditions.
4. Parking or stopping improperly (against traffic, on bridges, curves, or parallel to other vehicles).
5. Failing to ensure safety when the vehicle breaks down at a railway crossing.
6. Failing to yield when safety requires.
7. Reversing, making U-turns, or parking/stopping improperly in tunnels.
8. Causing traffic accidents without fulfilling responsibilities.
9. Improper overtaking or without signaling.
10. Driving in the wrong lane/direction or failing to avoid vehicles correctly.
11. Violating highway regulations (e.g., entering emergency lanes or failing to maintain safe distance).
12. Exceeding the speed limit by 10-20 km/h.Improper use of priority signals.
13. Changing lanes improperly, without signaling, or in restricted areas.
14. Driving into prohibited zones or roads.
15. Stopping/parking/making U-turns, causing traffic congestion.
16. Failing to yield at intersections or failing to slow down when necessary.

II. Deduction of 4 Points from Driving License for the Following Violations:

1. Using hands to operate a phone/electronic device while driving.
2. Exceeding the speed limit by 20-35 km/h.
3. Obstructing priority vehicles performing official duties.
4. Blood alcohol level not exceeding 50 mg/100 ml or breath alcohol level not exceeding 0.25 mg/l.
5. Improperly driving on sidewalks.
6. Motorized four-wheel vehicles entering highways.
7. Disobeying traffic signals or traffic guidance.
8. Driving against one-way traffic or entering prohibited roads.

III. Deduction of 6 Points from Driving License for the Following Violations:

1. Carrying passengers in the truck bed/roof or allowing people to cling to the vehicle while moving.
2. Exceeding the speed limit by more than 35 km/h.
3. Stopping/parking improperly on highways (e.g., failing to place a warning sign 150m away or not turning on emergency lights).
4. Failing to stop, secure the scene, or assist victims after causing an accident.

IV. Deduction of 10 Points from Driving License for the Following Violations:

1. Blood alcohol level exceeding 50-80 mg/100 ml or breath alcohol level exceeding 0.25-0.4 mg/l.
2. Causing accidents due to traffic violations.
3. Driving against traffic, reversing, or making U-turns on highways.
