Decree No. 162/2026/ND-CP provides for adjustments to increase pensions, social insurance allowances, and monthly allowances from July 1, 2026, with the aim of improving the benefits received by eligible beneficiaries.
On May 15, 2026, the Government issued Decree No. 162/2026/ND-CP on the adjustment of pensions, social insurance allowances, and monthly allowances. The Decree takes effect from July 1, 2026.
Accordingly, under Decree No. 162/2026/ND-CP, pensions and allowances will be increased for two groups of beneficiaries, with three levels of adjustment as follows:

1. Group 1
Group 1 includes the beneficiaries specified at Points a, b, c, d, dd, e, g, h and i, Clause 1, Article 1 of Decree No. 162/2026/ND-CP, including:
- Cadres, civil servants, public employees, workers and employees, including persons who have participated in voluntary social insurance and persons receiving pensions from the Farmers’ Social Insurance Fund of Nghe An Province transferred under Decision No. 41/2009/QD-TTg.
- Commune-level cadres and civil servants specified under relevant regulations.
- Persons receiving monthly incapacity allowances, monthly allowances under Decision No. 91/2000/QD-TTg and Decision No. 613/QD-TTg, and rubber workers receiving monthly allowances under Decision No. 206-CP of 1979.
- Commune-level cadres receiving monthly allowances under Decision No. 130-CP of 1975 and Decision No. 111-HDBT of 1981.
- Military personnel receiving monthly allowances under Decision No. 142/2008/QD-TTg, as amended and supplemented by Decision No. 38/2010/QD-TTg.
- People’s Public Security personnel receiving monthly allowances under Decision No. 53/2010/QD-TTg.
- Military personnel, People’s Public Security personnel and cipher officers receiving monthly allowances under Decision No. 62/2011/QD-TTg.
- Persons receiving monthly occupational accident and occupational disease allowances.
- Persons receiving monthly allowances under Article 23 of the 2024 Law on Social Insurance.
2. Group 2
Under Clause 2, Article 1 of Decree No. 162/2026/ND-CP, Group 2 comprises beneficiaries specified in Points 1–7 of Group 1 who were receiving monthly allowances before January 1, 1995, and whose pension, social insurance allowance or monthly allowance, after adjustment, remains below VND 3.8 million/month.
