Stepping into 2025, many new regulations will come into effect. Among them, there are changes in legal provisions related to the Law on Road Traffic Order and Safety, with six key points to note. Specifically, here are the key updates provided by DNP Viet Nam Law Firm:
1. School buses must be equipped with warning devices and anti-forgetting systems for children
School buses must be equipped with recording devices, warning systems, and mechanisms to prevent leaving children behind. The vehicles must not exceed 20 years of use and must have seat belts for preschool and elementary school students.
Each bus requires at least one supervisor, and buses with more than 29 seats must have a minimum of two supervisors. Drivers must have at least two years of experience and are responsible for checking that all children have safely disembarked.
Educational institutions must develop safety protocols and maintain traffic order. Authorities prioritize school buses during pick-up and drop-off activities.
2. The Road Traffic Safety and Order Law allows for the auctioning of motorcycle license plates with a starting price of 5 million VND and allocates a portion of penalty revenues to ensure traffic safety.
Auction participants must place a deposit that is no less than the starting price of the license plate being auctioned.
The government allocates a portion of administrative penalty revenues and proceeds from the auction of license plates to modernize and ensure traffic safety. (Refer to Article 37 of the 2024 Road Traffic Safety and Order Law for more details)

3.Changes in Driver’s License Classification
According to the 2024 Road Traffic Safety and Order Law, starting in 2025, driver’s licenses will have 15 classifications instead of the 13 classifications outlined in the 2008 Road Traffic Law.
From January 1, 2025, the new A1 license will permit the operation of two-wheeled motorcycles with an engine displacement of up to 125cm³ or electric motor power of up to 11kW. Existing A1 licenses will remain valid and allow the operation of motorcycles with engine capacities from 50cm³ to under 175cm³ or power output from 4kW to under 14kW.
If individuals exchange their old A1 license, they will receive a new A license, which permits driving motorcycles with engine displacements below 175cm³ or power output below 14kW.
- Đối với giấy phép lái xe Hạng A2: Theo quy định mới áp dụng cho xe mô tô từ 125cm³ đến dưới 175cm³ hoặc công suất động cơ điện tương ứng. Quy định cũ (2008): Dành cho xe mô tô trên 175cm³.
- Đối với giấy phép lái xe Hạng B1: Quy định của luật mới: Chỉ dành cho xe mô tô ba bánh. Quy định của luật cũ năm 2008, cho phép lái xe ô tô số tự động và mô tô ba bánh.
- Đối với giấy phép lái xe Hạng C, theo quy định mới:
- Người có giấy phép này được lái ô tô tải, ô tô chuyên dùng trên 7.500 kg, xe tải kéo rơ moóc (tải trọng rơ moóc đến 750 kg), và các loại xe quy định cho giấy phép hạng B và C1.
Theo quy định của luật năm 2008, giấy phép lái xe hạng C cấp cho người lái xe ô tô tải, máy kéo có trọng tải từ 3.500 kg trở lên và các loại xe quy định cho các giấy phép lái xe hạng B1, B2 - Đối với giấy phép lái xe hạng D:
Theo quy định mới, giấy phép lái xe này cấp cho người lái xe ô tô chở trên 29 chỗ, xe giường nằm, hoặc xe kéo rơ moóc (tải trọng rơ moóc đến 750 kg), và các loại xe quy định cho giấy phép hạng B, C1, C, D1, D2
Quy định của luật cũ (2008): cấp cho người lái xe ô tô chở từ 10-30 chỗ và các loại xe quy định cho giấy phép hạng B1, B2, C.
4. According to the 2024 Road Traffic Safety and Order Law, new regulations for traffic light signals are introduced:
To enhance traffic safety and prioritize the rights of pedestrians and individuals with disabilities, authorities have updated traffic light signals with the following regulations:
- Green Light: Road users may proceed, but must yield to pedestrians or wheelchairs of individuals with disabilities.
- Yellow Light: Stop before the line. If already past the line, continue moving. When the yellow light is flashing, you may proceed but must yield to pedestrians, wheelchairs, or other vehicles.
- Red Light: Proceeding is strictly prohibited.
5. Additional regulations on child safety, situations where overtaking is prohibited, and rules for stopping and parking vehicles.
From January 1, 2025, drivers must ensure that children under 10 years old and shorter than 1.35 meters do not sit in the same row of seats as the driver. Drivers must also instruct children to use appropriate safety devices.
The new regulations prohibit drivers from overtaking in pedestrian crossing areas, tunnels, and when pedestrians or wheelchairs are crossing. Drivers must not stop or park within 20 meters of an oncoming vehicle on narrow roads or in areas designated for buses, firefighting vehicles, and other restricted zones.
6. New Regulations on Vehicle Lighting Times and License Plate Management
Về thời gian bắt buộc bật đèn xe:
Theo khoản 1 Điều 20, người lái xe, người điều khiển xe máy chuyên dùng phải bật đèn chiếu sáng phía trước trong khoảng thời gian từ 18 giờ ngày hôm trước đến 6 giờ sáng ngày hôm sau. Đèn chiếu sáng cũng phải được bật khi có sương mù, khói, bụi, trời mưa, hoặc trong điều kiện thời tiết xấu làm hạn chế tầm nhìn.
Quy định này thay thế mốc thời gian trước đây là từ 19 giờ đến 05 giờ, mở rộng thêm thời gian bật đèn để đảm bảo an toàn giao thông trong điều kiện ánh sáng yếu.
