By July 2025, the application of electronic identification in administrative and commercial transactions in Vietnam will become increasingly popular. In particular, foreign-invested enterprises (FDI) are also required to register and use electronic identification accounts.VNeID. DNP Viet Nam Law Firm will provide FDI enterprises with specific information on this issue.
1. Subjects of application of the Decree 69/2024:
CSPL: Article 2 of Decree 69/2024
This Decree applies to Vietnamese agencies, organizations, and citizens, as well as foreign organizations and individuals residing and operating in Vietnam who directly participate in or are related to electronic identification, authentication, and electronic identification activities.
Therefore, FDI enterprises operating in Vietnam must register for an electronic identification account.VNeID.
2. Effectiveness of electronic identification is mandatory for FDI enterprises?
CSPL: Clause 4, Article 40, Decree 69/2024/ND-CP
- According to Clause 4, Article 40 of Decree 69/2024/ND-CP, business accounts currently used on the National Public Service Portal or the administrative procedure settlement system at the ministerial and provincial levels will expire on June 30, 2025. From July 1, 2025, businesses must use VNeID electronic identification accounts to access and settle administrative procedures on public electronic systems.
- According to Article 2 and Article 12 of Decree 69/2024, the regulations apply to all enterprises, including FDI enterprises, regardless of whether the legal representative is a foreigner.
Identification registration must be carried out by the legal representative or an authorized person with a level 2 identification account on VNeID. If the enterprise has multiple legal representatives, it is necessary to obtain the opinions and consent of all representatives.

3. Procedures for issuing electronic identification accounts For FDI enterprises:

4. Payment of fees when applying for an electronic identification account:
CSPL:Clause 1, Article 27, Decree 69/2024/ND-CP.
Electronic identity subjects include agencies, organizations, Vietnamese citizens, and foreigners who are exempt from paying the registration fee for an electronic identity account created by the electronic identification and authentication system, as well as the fee for using their electronic identity account in electronic transactions.
Thus, FDI enterprises will be exempted from fees when registering for electronic identification accounts.
5. Conclusion:
Registering and using a VNeID electronic identification account is not only a mandatory requirement under the law, but also a necessary step for FDI enterprises to effectively integrate into the national digital ecosystem, enhancing transparency and convenience in administrative and investment activities in Vietnam. Therefore, enterprises should proactively register early to ensure compliance and maximize the benefits from this digital platform.
