3. Transitioning from Household Business to Enterprise
3.1. Place of Application Submission
The household business shall submit its application to the Business Registration Office – Department of Finance where its head office is located, in accordance with Article 27 of Decree No. 168/2025/NĐ-CP. Applications may also be submitted online via the National Public Service Portal.
3.2. Eligible Forms of Conversion
Under the Law on Enterprises 2020, a household business may be converted into one of the following types of enterprises:
- Private enterprise;
- Single-member limited liability company or multi-member limited liability company;
- Joint-stock company;
- Partnership.
3.3. Required Application Documents

3.4. Processing Time and Outcome
Within two (02) working days from the issuance of the Enterprise Registration Certificate, the Business Registration Office shall forward a copy to the Commune-level People’s Committee to terminate the household business and simultaneously update the status in the National Database (Clause 3, Article 27, Government Decree No. 168/2025/ND-CP).
