Starting from July 1, 2025, the determination of regional minimum wage in Vietnam will be based on commune-level administrative units instead of district-level units as previously applied. This new regulation is issued under Decree No. 128/2025/NĐ-CP of the Government on decentralization and delegation in state management in the field of home affairs, and will take effect from July 1, 2025.
Accordingly, the list of commune-level administrative units will be classified into four regions, which serve as the basis for applying the corresponding minimum wage rates.

1. Latest Regional Minimum Wages Rates
Pursuant to Clause 1, Article 3 of Decree No. 74/2024/NĐ-CP, the regional minimum wage rates are specified as follows:

According to Appendix I issued together with Decree No. 128/2025/NĐ-CP, areas within Ho Chi Minh City are classified by region for the application of minimum wage rates as follows:
